The 2024 College Street and Water Street Areas Reconstruction includes the following proposed construction:
- College Street from Woodley Street to Seventh Street (street reconstruction)
- Winona Street from Woodley Street to Seventh Street (street reconstruction)
- Ninth Street from College Street to Winona Street (street reconstruction)
- Eighth Street from College Street to Nevada Street (street reconstruction)
- Water Street from Linden Place to Woodley Street (street reconstruction)
- Sumner Street from Water Street to Division Street (street reconstruction)
- Fremont Street from Water Street to Division Street (street reconstruction)
- Spruce Court to Linden Place (utility improvements)
- College Street from Sumner Street to Woodley Street (sidewalk improvements)
- Winona Street from Sumner Street to Woodley Street (sidewalk improvements)
- Eighth Street from Water Street to Nevada Street (on-street bikeway)

- May 16, 2023 - City Council - starts feasibility report process
- July 11, 2023 - City Council - approves design and construction services agreement
- August 16, 2023 - Neighborhood meeting #1
- September 12, 2023 - City Council - discusses feasibility report
- September 20, 2023 - Neighborhood meeting #2
- October 3, 2023 - City Council - accepts feasibility report; seeks construction plans
- December 5, 2023 - City Council - public hearing; authorize bonds for 5-year street reconstruction plan; adopt plan
- January 24, 2024 - Neighborhood meeting #3
- February 6, 2024 - City Council - approve design plan; seek construction bids
- March 19, 2024 - City Council - accepts construction bids; awards construction contract
- May 2024 - Meeting with property owners
- May to October 2024 - Construction
